I received this phone in question from a friend. I would like to activate the phone under a new carrier but can't unlock for the new carrier to program it

So you are saying you cannot unlock to home screen? If it has a password, you can wipe the phone and start fresh.

FYI: I'm 90% sure that if Find my iPhone is activated, you cannot wipe the phone without the iCloud password.
