Do you mean locking your apps so that they won't be deleted? You can do that by going to Settings -> General -> Restrictions and tap on Enable Restrictions and set a passcode for access. Then just toggle the Deleting Apps to Off (i.e not green).
However, they will still be able to be moved around on the Home screen pages, they just won't be able to be deleted. There is currently no built-in way to lock the position of app icons where they are.
